Jeanine Swick  5:40 AM

There has been a direct request off the BoD list made for me to purchase a membership in the organization MD Non-Profits. This is a non budgeted item expense for 2019. All non-budgeted spending needs to go before the BoD.

I here by move that the BoD amend the approved 2019 budget (Dec 31, 2018)  to add $100 to the new line item Legal and Business fees to pay for a membership in the MD Non-Profits organization.

Jeanien Swick SiW
ICG Treasurer

Seconded. Judy Mitchell, Northern Lights

I am in favor.

Thank you Jeanine and Judy.  However, I do not believe that this motion is necessary.

To clarify, I have made a request to Jeanine under Standing Rule 30B, to make a payment to Maryland NonProfits in the amount of $100 to join their organization and gain access to their legal and consulting services, which seems a prudent expenditure with all of the legal policies proposed and to aid in the current issues and motions presented on the floor.

Standing Rule 30B states:  The treasurer shall report the Corporation's revenues and expenditures to the Board at least quarterly.  The Board may increase or decrease budgeted expenditures as needed during the course of each year.  To meet arising needs, the President may, without the Board's approval, increase or decrease budgeted expenditures each year by an amount not to exceed fifteen (15) percent of the budgeted amount and shall promptly report such changes to the Board.I proposed this expenditure and gave a 7 day objection period, which is not required, but I did so in consideration to see if anyone opposed it in the previous email thread entitled "Maryland NonProfits".  No objections were made to this expenditure.  It is less than 15% of the budgeted amount for general business expenditures and can be included in the line item of "legal and consulting services."  It should not require motion, as it is within the President's purview to add to expenditures in this manner as necessary without Board approval.

Here are the benefits that we can gain from joining:
- Access to legal counsel to assist with current matters before the board and policy suggestions
- Access to nonprofit consultants who can assist with advice and insight that might minimize or remove the need for some of the more controversial motions on the floor
- Resources and networks that can help ICG and its chapters. Here's the link to their benefits:  https://www.marylandnonprofits.org/what-we-offer/I again ask that the Treasurer make payment in the amount of $100 to Maryland NonProfits immediately.  Accessing their services in a timely manner is essential for many matters on the floor, including addressing the nature of many of these motions that may prove unnecessary by having their guidance and assistance.

Cordially,
Mera Babineaux, Acting President

You are wanting funds for something that has no budget line item in the 2019 budget. It states 15% of a budgeted amount and this line item does not have a line item in the budget for 2019, 15% of $0 is $0. So this needs to go before the board for approval.

Mera Rose  8:44 AM
The section of the budget for the expenditure is general business expenditures.  Moving the expenditure to a new line item is not outside of the purview according to the standing rules and bylaws.  The expenditure is less than 15% of the general business budget.  Please make the payment accordingly.

Has @Jeanine Swick added the expense of Maryland NonProfits to the 2020 budget?

And if so, can we get an updated budget to review?

Mera Rose  2 years ago
I asked that it be added.

I wish I could, but being constrained by the bylaws/SR that as treasurer I must legally abide by its too late. The request you are making is not possible at this time. There was no budgeted line item for Legal and Business for 2019. The override of up to 15% of of a budgeted item with $0 budgeted is $0.As to adding to the 2020 budget all requests were due by Sept 30th. Multiple reminders for budget requests were posted between July and Sept. At this time it will have to be done as a motion to amend the budget line item to increase the budgeted amount by $X amount.

I’m asking for 2020. And we haven’t adopted the budget. It’s not even motioned yo be adopted.

Jeanine Swick  2 years ago

It doesn't matter it is done and posted. It has to be amended.

Also sent to the channel

In order to be amended or adopted it has to be motioned and seconded, and as there are only 32 days left in the year (adjusting for holidays), and it has to be adopted by December 31, I’ll ask again for someone to please move and second the 2020 budget.

Major question here on why this was added to the thread for the amendment to motion 11-6-2019-1A1 in the motions channel? It needs to be in it's own separate thread and not buried in a totally different one one a completely different subject.

I posted it as it’s own thread.  The only thing I can think of is that I had an internet hiccup when I posted originally, as I am rural and the Verizon MiFi goes down often.  That does, occasionally, create weirdness with posts populating.  Apologies for the error, I have posted it as it’s own thread.

 Re: communication
I again will state that I don't understand why we (the ICG) doesn't implement a forums based system as part of the main ICG website.

It could have; 1) FAQ based sub-forums open to the public. 2) members only sub-forums 3) board and committee sub-forums 4) chapter and SIG sub-forums. 5 any other type really, learning, progress sharing, etc. 6) OPTIONAL subscriptions to email copies of posts.
