As we are discussing a deadline for resolving a bylaw issue as Jan 28 for full vote of the membership, I thought it would be prudent to look at the bylaw in question and then look at the applicable guidance regarding privacy.  I’ll draft up a brief this weekend and post it here and in yahoo.  I would like to have input on this quickly from everyone, as coordinating a full vote of the membership during CostumeCon will require that we make live voting online for all members including those that can’t attend occur.  I think the best way to do that would be through an online service like survey monkey, or perhaps on a ballot through Google Forms in our new G-suite would be more secure?

 

Also, I think it would be prudent to have as many authors as were involved in the first draft of the bylaws involved in any re-write of this bylaw that might be necessary.  Anyone want to volunteer?

This is something that will need to go out as a mailed hard copy. Many members do not read mail regularly and several have no e-mail addresses. Hard copies will be required to be mailed and that will also be an issue as there are chapters who will not submit mailing addresses for some of their members.

If we are going to revise our By-Laws,  we should provide ALL of the revisions, reviewed by legal counsel. The first draft of the By-Laws was over 30 years ago. To my knowledge, only Kathryn Elms remains available and I don't think she's a member of the ICG. Ron Robinson may have been involved in the original draft. I wasn't, though I was deeply involved in drafting and subsequent editing of the Standing Rules.

 

Pierre may have been involved or remember who was.

Might i suggest that that be held until a full bylaw review is done so we can see if any others need changing as well? Going through this hassle one by one is extremely ineffecient and wont get the participation we're looking for, combining the changes into one letter has a better chance. I think this is something that needs to wait until a full review is ready.

This is too short of a time frame to do it properly  for review and comment and revise as needed. It can not be properly done in a week.

Not to mention the cost of sending notice for every single amendment to every member of the ICG. Without accurate contact information we will have no way of knowing we reached all the members properly.

Bottom line: I believe that until our legal advisor reviews and reports on the problems with our By-Laws and Standing Rules, we shouldn't be sending anything to the members. Period. We can maybe pass a document that's worded to indicate it's a temporary guideline for the purpose of the meeting, but in my opinion the document should not be adopted until after we fix our other problems, and there simply isn't enough time to notify every member that this is happening.

 

This is precisely why Marty Gear avoided messing with our By-Laws at all. We can't avoid it now, because of legal compliance issues, but we should  address those issues thoroughly and intentionally. We need to take advantage of the resource we have, and that will also take time.
