Northern Lights was just discussing at our November meeting about
pushing off our elections until our meeting at CostumeCon 37 in hopes of
getting more people to attend, but Our current secretary was concerned
that was not allowed - something about officer status must be settled by
the annual meeting? It's not allowed to change over slightly after the
annual meeting as long as there is representation? BTW, exactly how many
officers does ICG require a chapter to have (just wondering if we can
skate by with fewer than the standard 4 if necessary; as long as we have
a treasurer)?

The Secretary of State where your non-profit does business may have requirements for officers, beyond, or even if the ICG does not mention it. 

In Oregon we must register with the state to be an official 501c3, after receiving Federal status through ICG. 

We must have a President, Secretary, and Treasurer as officers in our corp.- other board members are optional.

A lost of board positions, and any requirements for elections, and membership should be in your articles of incorporation- also filed with your state.

A great reference for non-profits (including how to incorporate and the boiler plate to help you write your articles of incorporation ) may be found in books from legal publisher NOLO Press.


How to Form a Nonprofit Corporation

A Step-by-Step Guide to Forming a 501(c)(3) Nonprofit in Any State


These books are generally available in local libraries.

We also used a book published by a local non-profit lawyer, which was specific to Oregon.

I will have the competition listed on the events page. Thank you for that suggestion. I was specifically referring to a page on the ICG website about international competitions. The way I am reading it in the first paragraph is three competitions are recognized as international competitions. Those three competitions are listed as, quote, “At the time of this writing, the events so recognized are WorldCon, Costume-Con and Anime North.”

I wanted Marcon to be considered for said list. My apologies for being mistaken. I must have read it wrong.

I'm the head of the costuming department for Marcon this year. Marcon is a 50+ year old SF/F convention in Columbus, Ohio and I've been part of the convention for the last four years. Many of the participants in the costuming track were interested in having Marcon listed as an official ICG event and I would like to know how I can make that possible. 

Any and all feedback is greatly appreciated. Again, apologies if I'm not doing this right. We can blame it on me being new, right? :)

Okay, I checked a bit further.

My initial conclusion on the date officers for chapters are installed/leave remains the same. There is no specific requirement as to when chapter officers take/leave office. That would be an internal matter for the chapter. As I mentioned in my earlier response, if your chapter has an established policy, you should formally change it. This would apply to a one-time change for cause or a continuous change to be retained in perpetuity (or until you decide to change it.)

As too the second question;  The relevant Standing Rule would be SR10.

New chapters shall be admitted to the Corporation by majority vote of the membership at the annual meeting or at a special meeting, or by majority vote of the Board of Directors at a meeting of the Board. The new chapter shall submit its request in writing to the Corporation Board of Directors. The request for affiliation shall specify the formal name of the proposed chapter; the informal nickname, if any; and the names of the initial board of chapter officers, comprising at a minimum a president, vice president, secretary, and treasurer; and shall be signed by a minimum of six persons eligible for Corporation membership. [Adopted 2/15/1990; Amended 5/25/1992; Renumbered: 5/26/1997, 04/29/2005]

This SR does require six members and four officers to establish a chapter. However, in practice we have allowed chapters to drop below the 6 member application requirement once a chapter is established. Given that precedent, I don't see any reason why the officer numbers would have to remain at four. However, I would not recommend it. The duties of those four offices have to be covered regardless of formal office holders. If I had to eliminate one, I would choose the Vice-President. However that would be up to your chapter to decide.

Hi, Carrie,

Currently the ICG does not have a formal procedure. Worldcon and Costume-Con were recognized as International competitions from our beginnings because of their natures. Anime North was added when the organizers of that masquerade submitted a petition to the ICG Annual Meeting.

If you would like Marcon to be added to that list, I would recommend submitting to the President and the BOD a petition requesting recognition. Such a petition should include the reasoning supporting such a recognition.

I cannot guarantee that such a petition would be successful. The membership is, justifiably, wary of creating the impression that we are an official arbiter of masquerade legitimacy. As I recall from the Anime North discussion it was not an easy or foregone conclusion.

Keep in mind that the next General and BOD meeting is at  Costume-Con 37. I don't know if the official schedule for the meeting has been released, but the likely date would be on Friday, March 22, 2019.

I'm the head of the costuming department for Marcon this year. Marcon is a 50+ year old SF/F convention in Columbus, Ohio and I've been part of the convention for the last four years. Many of the participants in the costuming track were interested in having Marcon listed as an official ICG event and I would like to know how I can make that possible. 

Any and all feedback is greatly appreciated. Again, apologies if I'm not doing this right. We can blame it on me being new, right? :)

I am not a lawyer. If you are not incorporated in MA then you probably don't  need to worry. Even if you are, you nay not have to worry. I would call the appropriare office for your state. Another possibility is having one person hold two offices.

Hello to all,
 
I am finally dropping my old email address (this one) and switching to my new email address (lisaashton35@gmail.com) and I have attempted, apparently unsuccessfully to try to update it on the ICG website.  Is there someone who keeps a main database who could put in this change for me, so I actually will still get ICG messages?  This is actually important right now as I am co-chairing Exhibits for the upcoming Costume Con!

Its possible that Henry's problem is simply that he isn't using a yahoo email address.  Some while back they started making it difficult to impossible for people without those to actually "get in" to a yahoo group.  They can still do webpost replies to messaging.  Yahoo may simply have finally caught up with him.  If that is indeed the issue, then it will happen more and more as people move away from Yahoo mail.  


ICG Board may have to use a neutral 3rd party poll, like Doodle.com, in future and simply report all the numbers from it into the yahoo group (ex. 6 in favor, 2 opposed, 4 abstain) but I don't know if that is "legal".  Ask Pierre I guess.  


If that's no good, then a yahoo mail that forwards to the preferred mail client may be the only answer.  It means remembering to login with the yahoo, not preferred email, to get into the system for polls.

BRCG (Seattle area) moved to IO groups for some of these reasons. I don't know what they are like for polls, but the group transition was very easy.
