This motion was made by me on 9/8/2019 and seconded by Elaine Mami.  The discussion period is set to end on 9/27/2019 with the vote to begin on 9/28/2019.

 

The discussion period has been the subject of much debate with comments from multiple individuals including Betsy Marks, Jacalyn Boggs, Elaine Sims, Merrily Wolf, Aurora Celeste, Bruce MacDermott, Christine Doyle, Kevin Roche, Richard Man, Dustin Babineaux, with intermittent points of order and questions requiring the input of the parliamentarian, Pierre Pettinger and rulings and clarifications from the President, Marianne Pease.  These communications have occurred on the ICG-BoD yahoo group and Slack channel, and on the Silicon-Web yahoo group and Slack channel.

 

These responses have been appreciated and I consider the input valuable.  I did not anticipate such a heated discussion, as the revisions made to the document were those suggested by 2 years of guidelines committees.  Marianne and I acted as editors and made their suggested revisions to the document and put it up on the website for public comment and review in March, 2019.  As no comments were received by myself or Marianne, I assumed that the guidelines revision was complete after 6 months of time to review and motioned for their adoption.  I see that there is a communication issue which may have prevented some people who wished to give comment from doing so.  I acknowledge this and feel that the creation of a new guidelines committee to address these revisions is appropriate and necessary.

 

I have been asked to withdraw the motion on the floor.  I felt that, as the discussion much needed on this issue was occurring, I needed let the motion continue so that voices could be heard.

 

I hope everyone will continue to give their suggestions and input on this document that, while to some may feel is not worth the paper it is written on, is part of the legacy of this amazing and historic organization that I am so happy to be a part of. 

 

Madame President, I hereby withdraw my motion to adopt the current guidelines revision from March, 2019, and respectfully request that the formation of a new ad hoc guidelines committee be formed immediately so that it can draft and present guidelines for public comment and finalization prior to our annual meeting, to be voted on at the annual meeting of the Board of Directors at CostumeCon 2020.  I volunteer as tribute to Chair the committee.  I ask that the committee be appointed by the President immediately so that it can begin its work, and recommend that a revision be presented by January 1, 2020 to the membership through all electronic forms of communication so that public comments can be made in the standard 30 day time period ending January 31, 2020, then considered by the committee and incorporated into the draft revisions by March 1, 2020, so that it is presented in time to hold a vote on its adoption at the annual BoD meeting.

 

It is my pleasure to serve this board and its members, and I look forward to working with everyone on this project.

Cross-posted from Yahoo: Presuming the ICG President allows the motion to be withdrawn, I will point out that a Guidelines committee discussion space exists on Yahoo Groups. As I am a moderator in that group, I am willing not just to serve on the committee but to ensure that all interested parties are invited to that space and anyone already there who is not still interested be removed from the list.As ICG President is de facto chair of any committee established, she should participate and can identify any other individual to manage the meeting space.The group exists here: icg-guidelines@yahoogroups.comIts current members are:

I'm happy to accept the withdrawl of the motion and form a new guidelines committee. We don't need to use the old yahoo group from the last update, however. One of the benefits of Slack is the ability to create channels so specific discussions can take place all in one location without having to branch off into privately owned and managed groups.

The only reasons why I suggested it are the  access members would have to the discussion that led to the last iteration of the Guidelines (developed in 2009, accepted in 2010), and a concern that some of the interested parties might not be able to access Slack.

Slack is accessible on all platforms. If someone chooses not to access Slack, that is their choice but it can be accessed on the web, computer desktop, tablet, or phones.

There have been discussions about Yahoo not being properly accessible due to it's glitchy nature too. Plenty of people have issues with it. We're moving to Slack, it's been voted on and approved. There's no point in lingering on yahoo instead of moving forward.

What is Byron unaware of? I know for a fact that he was at the meeting at Costume Con. He was there and voted on it along with everyone else. Everyone voted yes except Byron, who abstained.

Slack was approved as an official avenue of communication literally years ago. It is more official than a yahoo group that you personally own. This is not something that I'm going to be debating.

Recognizing that our quorum is listed as "a majority of those present" rather than a majority of the chapters total, a change of this magnitude should still be handled with warning and I've reviewed the BOD archives. There doesn't seem to be a message indicating that a change is coming, only in the minutes which were posted to the now archived group here on Slack, and thus invisible to anyone who wasn't a member before the group was archived.

 

I'm hoping you can see where the problem here lies: The appearance that the decision is being made arbitrarily, without warning, is causing issues. Not that the choice isn't valid or even good, but that its been done without buy-in from those chapters not present, and without offering of assistance in getting those not on board to know how to use the system,

 

I'm not talking about the Guidelines group, which I created ON BEHALF of the ICG, because at the time that was our primary source of communication, but about the BOD and D lists. (edited)

Not everyone can open a device and just make it work. Those of us who can adapt quickly are rarer than you think. New tools require learning curves. As just one example: Dawn just joined this list yesterday, and she's tech savvy.

I'm not suggesting we stay on Yahoo. I'm offering the tools we had when we did this in the past.And as official business was conducted on the icg-guidelines list, it should also be archived with the rest of the BOD records on Yahoo. I'm informing you that the space exists as part of our history.

I see the minutes are now online on the ICG Website, here:

I also see only eight chapters represented at the meeting, and another twelve missing in action.

 

That is less than half the total number of chapters on record at the time of the meeting.

 

Also (point of information): My name is misspelled throughout the document. Betsy Marks Delaney (at the time, since my divorce was not final until May 20, 2019C.

And Crescentia Volz (Costumer’s Guild of Lancaster) is listed in the general attendance rather than with the reps, which is where she should be listed.

 

I'm sure I'll find more corrections, now that I have time to review all of the minutes in detail.

"Please excuse any typoes as I am responding on my phone. Mera has made a motion to withdraw her motion to adopt the revised guidelines. Since this is rarely done, I thought I should post the proper procedure.

 

Technically, what she is doing is asking the body for permission to withdraw the motion. The body must agree. The usual procedure is for the chair (president) to ask the body if anyone objects to the withdrawal.

 

If no one objects, the motion is withdrawn. If someone objects the the chair asks for a second. (I know. If someone objects that implies a second.)The body moves immediately to a vote. The motion is not debateable. The question becomes shall the motion be withdrawn. A simple majority decides. If the ayes prevail the motion is withdrawn. If the nays orevail the motion remains.

 

I wiil repst in Slack when I can get to my computer.
